By Telegraph Press Assn.' —Copyright Vienna, March 4., The police at Kalgenfurt prevented an attempt by 100 Nazis to disturb a meeting of 15,000 peasants addresesd by Dr. Dolfuss, the Chancellor. Many arrests were made and several were injured. Dr. Dolfuss promised the publication of the outline of a new constitution within a week, largely preserving the autonomous administration ofthe Federal States and to be operative until cooperation and reconstruction is completed.
