The Speaker of the House of Commons (Mr. George Black) ruled out of order . to-day the United Farmers’ sub-amend-ment to the Address-in-Reply which in effect expressed lack of confidence both in the Government (Conservative) and in the official Opposition (Liberal). The Speaker ruled that a counting of heads would show the Liberals did not have the confidence of the House and whether or not they possessed the confidence of the electors was no concern of the House.
