INTENDED NOTICE TO POWERS. TREATIES ALTERATIONS DESIRED. By Telegraph—Press Assn.—Copyright. Rec. 7.5 p.m. Tokio, Jan. 27. Replying to interpellations in the Diet the Minister of the Navy. (Admiral M. Osuni), said that Japan intended to serve notice on the other Powers within a year demanding a change in the ratios of the Washington and London treaties, considering parity necessary for the purposes of defence.
