By Telegraph-Press Assn. —Copyright. Rec. 7 p.m. Washington, Dec. 15. France formally defaulted its war debts to U.S.A. to-day. The ambassador (M. la Boulaye) and the Acting Secretary of State (Mr. William Phillips) exchanged notes. M. la Boulaye commented that the situation was unchanged since the Chamber of Deputies refused to. sanction the payments. He reiterated the French contention that the Lausanne agreement and the Hoover moratorium would make rearrangements of the debts necessary.
The French Government never contemplated unilateral violating of the undertakings freely entered into, M. la Boinaye added. He expressed the hope that the differences could be subsequently adjusted. Mr. Phillips in his reply merely noted receipt of the French communication without comment. The State Department announces that approximately £1,780,000 is being paid by various countries on the total debt of £30,600,000.
