CHANGES IN CONSTITUTION

BILLS IN FREE STATE SENATE. ELIMINATION OF KING’S ASSENT. By Telegraph—Press Assn.—Copyright. Rec. 5.5jp.m. Dublin, Oct. 18. In the Senate the three Constitution Bills were read a second time. Miss Kathleen Brown, speaking to the Bill eliminating the King’s assent, said that gunmen outside the House were putting the Government in the position of a man facing a mad bull and throwing off scraps of clothing to keep the chase from becoming overhot. The first of the three Bills transfers from the Governor-General to the Executive Council the function ,of recommending the purpose for which money is appropriated. The second removes the power of the Governor-General to withhold the King’s assent to Bills. The third terminates the right of appeal to the King-in-Council. The Bills mark a further approach to a republic. The effect will be virtually to abolish the office of Governor-General and drop all contact with the Crown.
