Nazism's paternal care of the nation is further illustrated by a decree granting the fathers of families of four a 15 per cent, cut in income tax, and a 30 per cent, cut for five or more. It is announced that the marriage loans resulted in 100,000 marriages. As Germany is forbidden military aeroplanes, another decree exhorts private firms to improve the population’s aerial defence by means of bomb-proof cellars, alarm systems and plentiful gas masks, the full cost of which will be deducted from income tax. Cardinal Adolf Bertram, in a. manifesto published in the Germania, demands absolute freedom for the Catholic Press and protection for and unhampered activity of Catholic organisations, which are vitally important to Catholicism in Germany. He urges the Government to relieve the sufferings of men and women of excellent loyal character hit by the measures enacted during the reorganisation. Herr Hitler’s reference to the reconciliation of his former political enemies if they support the Nazi foreign policy has encouraged the hope that Socialists and Communists may be released from concentration camps.
