WAR DEBTS DISCUSSIONS
RE-OPENING IN OCTOBER.
MR. HULL’S ANNOUNCEMENT.

Washington, Aug. 15.
Mr. Cordell Hull, Secretary of State, announced to-day that international discussions on war debt questions would begin in the first part of October, when Sir Philip Leith Ross, British economic adviser, would come to Washington for preliminary conversations on behalf of the United Kingdom.
