RULES OF BASKETBALL

INTERPRETATIONS ANNOUNCED. NEW ZEALAND DECISIONS. Interpretations of the present basketball rules as decided by the New Zealand Basketball Rules Committee are:— Question: The ball thrown off from the centre passes into the end third without being touched by a player in the centre; what is the penalty? Answer: Unguarded pass to the opposing team inside centre third at the spot where the ball crossed the line. Question: When the ball is being thrown in from behind the end line may a player behind the 12ft line bounce the ball downwards and go over the 12ft line to catch it, the ball not being touched by the defender of the player throwing in? Answer: The throw-in from the end line is governed by playing regulation No. 16 and No. 3 of the first section of the penalties table. If the ball is not touched by the defender of the player throwing-in, it may next be played as follows: (1) The players behind the 12ft line may lean over and catch the ball, provided both feet are behind the line. (2) If a player behind the ' 12ft • line touches the ball before it reached the 12ft line but ‘ does not catch the bail it may next be played only by the player who threw it in or her defender. (3) If a player jumps to catch the ball so thrown in she must reach the ground with both feet behind the'l?ft line, but she js still governed by No. 15 of Section 7 definitions. Thus provided the ball has crossed the 12ft line before the player took possession she might still be in order if she had one foot on or over the line before she passed the ball. (4) If the ball has crossed the 12ft line a player may bounce downwards or tap upwards once in accordance with No. 9 of Section 7, but this should be, as in all play, a tap down or up to gain possession, as

distinct from a deliberate bounce or pass forward to gain territorial advantage. This is covered' by No. 8 of Section 7, which defines “possession” as having the ball in a governable manner. In a deliberate forward, bounce or bat, the ball is "governable” in that the player definitely controls it and directs its flight. Question: Does blocking imply a player facing her opponent when the opponent’s side is taking a/throw-in, such position impeding the opponent’s movement? Answer: Yes. This . rule applies throughout the game; in the throw-off , from centre, in a throw-in and in gen- . era! play. Blocking is Impeding the progress of a player not in possession of the ' ball. Question: Does waiting for. a ball to . bounce constitute a deliberate bounce? Answer: No. A bounce is made by the , player passing the ball, not the player receiving it. The question to decide is , whether the ball was intended to bounce , to that player or whether it was a normal pass. Question: May a ball be picked up out of an adjacent third; i.e., may a player in the centre third lean over the third line and pick up the ball out of a defender’s third? Answer: Yes; provided no part of her body touches the third line, or the ground over the third line. Question: A defender overguards a forward in the act of shooting at goal, j The referee blows his whistle (a) as the ball leaves the thrower’s hands; (b) after : the ball has passed through the ring. In : either case he disallows the goal and ' awards an unguarded throw at goal < which is taken but missed. (1) In either : case has a legitimate goal been scored? i (2) Did the referee do right in blowing the whistle before noting which way the advantage should go (Rule 21)? ; Answer: Yes. The goal should be i counted in either circumstances (a) or i (b). (2) In the case of over-guarding j 1 during an attempt at goal it is wise for J the referee to allow the shot to be taken 1 before blowing the whistle, but this often ; means that over-guarding is apparently < not noticed. The forward has already been hindered and the whistle may fur- J ther interfere with the shot;
