The National Guard (Blue Shirts) faithfully obeyed General O’Duffy’s orders not to parade at the Michael Collins monument, and thus Mr. de Valera’s display of force became ridiculous. The only result has been to make the Government look foolish. Mr. de Valera is afraid of the political rather than the military strength of the Blue Shirts. He wants an election because he would catch General O’Duffy befor- he is able to perfect his organisation. It would also outmanoeuvre the Senate, which has delayed important measures, and embarrass the extreme Republicans, whose last excuse for refusing to recognise the Dail—namely, the oath of allegiance—has been removed. Nobody would be surprised if the Dail is dissolved before it reassembles in September. There are persistent rumours that Mr. de Valera will shortly force another election, says a later message. Mr. W. T. Cosgrave’s organisers stated he was negotiating with the Centre Party in order to present a united front. The rumours are due to the expectation that the Senate this week will reject a number of Bills; consequently Mr. de Valera will go to the country instead of waiting for the Bills automatically to become law in eight months’ time. It is recalled that Mr. de Valera promised when the oath of allegiance was removed that he would make another appeal to the electorate that would allow the Sinn Feiners to offer themselves for election.
