An epidemic of forged dollar notes solved the Treasury’s pressing problem of how to raise and prevent a default to foreign bondholders. The arrest of a gang of American forgers created the fear that other foreign currencies were also forged. Investors hurriedly sold' their holdings, with th'e result that the Treasury in four days ac- ' quired sufficient currency to meet its obligations.
