The offences committed by Haybittle were landing on an unauthorised landing ground and flying the machine when only temporarily repaired to Wellington against the instructions of the ground engineer. , u The presidents of the constituent clubs and Captain Gibbons, a quorum to be three, including Captain Gibbons, were appointed a judicial committee to investigate crashes and to take action where necessary. The instructor, Flying-Officer Keith, said he was not in one town long enough. It would be better to stay longer in each place. This would encourage pupils and would be more economical.
