UNDESIRABLES FROM MOSCOW.
NEW PASSPORT SYSTEM BEGUN.

Eight hundred thousand of Moscow’s 2,500,000 population will be expelled under the new passport system as undesirable and will be given ten days to leave the city. Persons arriving at cities without permission will be expelled within 24 hours. The outcasts must move on at their own expense.
