Maintenance of these masses of unemployed imposed enormous burdens on the national treasuries, while the loss of wages amounts to considerably Over ;I £4,000,000,000 per annum. The unemployed could earn nothing; they consequently spent nothing. This unemployment, a direct consequence of the economic depression, had now become one of the causes of its extension. . . ■ \ ■
