JAPAN AND MANCHUKUO
DRAFT OF COMMERCIAL TREATY. RECIPROCAL TRADE PLANS.

A draft commercial treaty with' Manchukuo, which is expected to be concluded early in February, provides for an improvement in the judicial system, an re-affirms the open-door policy but stipulates reciprocal clauses regarding special imports and exports for mutual benefit. . . It also provides for an extension of the Japanese rights of leasehold under the 1915 treaty to the whole of Manchukuo, also reciprocal freedom of travel, residence, business and inland navigation and the exchange of consuls. SINO-JAPANESE DISCUSSIONS. GENEVA COMMITTEE ADJOURNS. Roc 1.25 a.m. Geneva, Dec. 20. The committee of 19 has adjourned until January 15. Meanwhile the Chinese and Japanese Governments are discussing the Manchurian dispute.
