& PRESIDENT HOOVER’S MESSAGE. EMBARGO ON ARMS SHIPMENT. By Tdegraph—Pr*si Assn.—Copyright. Rec. 10 p.m. Washington, Dec. 19. President Hoover is considering sending a special message to Congress asking authority to declare embargos on arms shipments to countries where actual or threatened hostilities exist.. Specific reference is not made to particular countries, but it comes at a time when the administration is co-operating with Mexico, Cuba, Colombia and Uruguay in efforts to pacify Paraguay and Bolivia in their undeclared war over territorial claims in Gran Chaco.
