CHANGE TO NEW DEPARTMENT. By Telegraph.—Press Association. Wellington, Last Night. The announcement was recently made that the administration of the island of Niue was to be transferred from the Minister of the Cook Islands to the Minister of External Affairs. Legislative effect to the change will be given by the Cook Islands Amendment Bill, consisting of only. two clauses, which was read a first time in the House today. V
