Rec. 10 Geneva ’ 8 - The bureau of the Disarmament Conference, with the sole exception of Japan, has accepted the principal of international investigation into national armaments. It will be open to any power suspecting another of exceeding the limitations to complain to the Permanent Commission which, if necessary, will initiate an inquiry. The United States made its acceptance conditional on a really satisfactory measure of disarmament. Other Powers made reservations but stressed the acceptance of control as another step towards the settlement of Germany’s equality claim.

FRENCH PLAN FOR DISCUSSION.

GERMANY REPORTED AGREEABLE

London, Nov. 7.

The Geneva correspondent of the Daily Mail states “on unimpeachable authority” that Germany has decided that the French disarmament plan forms an acceptable basis of discussion. Baron von Neurath, Foreign Minister, will attend the League Council meeting next week and he expects to meet M. Herriot and Mr. MacDonald. If they -invite Germany to renew the disarmament talks he will accept.

Rec. 7 p.m. New York, Nov. 7. In a campaign address at Salt Lake City to-day Mr. Herbert Hoover made brief reference to international affairs. He declared against the imposition of military or economic sanction to preserve peace. He reiterated the desirability of mobilising public opinion against infraction of peace pacts but added: “We will join no movement that proposes to use military or economic force in its attempts to prevent war.”
