OTTAWA DISCUSSION HINTED.
PROPOSALS GOING TO IRELAND.
By Telegraph— Press Assn.—Copyright Rec. 10 p.m. London, Aug. 10. Tho Manchester Guardian’s Ottawa correspondent says jt is strongly rumoured that Lord Hailsham and. Mr. J. H. Thomas have been negotiating with the Irish delegation for the settlement of the annuities dispute. It is believed Dr. Ryan, the Irish Minister, who is returning to Ireland, carries the proposed. terms of settlement reached at Ottawa for submission to Mr. de Valera.
