PUBLIC NOTICES. COUNTIES OF TARANAKI, CLIFTON, EGMONT, INGLEWOOD, STRATFORD, WHANGAMOMONA, ELTHAM, WAIMATE WEST AND HAWERA. SPECIAL ORDER. Making Joint By-laws for the Counties of Taranaki, Clifton, Egmont, Inglewood, Stratford, Whangamomona, Eltham, Waimate West and Hawera. is hereby given that at respective Special Meetings of the Councils of the Counties of Taranaki, Clifton, Egmont, Inglewood, Stratford, Whangamomona, Eltham, Waimate West and Hawera held as follows, that is to say: — A Special Meeting of the Taranaki County Council held at New Plymouth on the 6th day of July, 1931; A Special Meeting, of the Clifton County Council held at Waitara on the 3rd day of July, 1931; A Special Meeting of the Egmont County Council held at Opunake on the 6th day of July, 1931; A Special Meeting of the Inglewood County Council held at Inglewood on the 7th day of July, 1931; A Special Meeting of the Stratford County Council held at Stratford on the 11th day of July, 1931; A Special Meeting of the Whangamomona County Council held at Whangamomona on the 6th day of July, 1931; A Special Meeting of the Eltham County Council held at Eltham on the 11th day of July, 1931; A Special Meeting of the Waimate West County Council held at Manaia on the 9th day of July, 1931; A Special Meeting of the Hawera County Council, held at Hawera on the 11th day of July, 1931; a Resolution was passed as follows: — “In pursuance and exercise of the powers conferred upon them by “The . Counties Act, 1920,” “The Health Act, 1920,” “The Public Works Act, 1928,” “The Motor Vehicles Act, 1924,” 'The Explosive and Dangerous Goods Amendment Act, 1920,” “The Public Reserves Domains and National Parks Act, 1928,” and the several Acts amending the same respectively and of every other power in this respect enabling them to do so the Councils of the Counties of Taranaki, Clifton, Egmont, Inglewood, Stratford, Whangamomona, Eltham, Waimate West and Hawera do hereby by Special Order make and. ordain the By-laws intituled “The Tarapaki Counties Joint By-laws, 1931” in the form and words of the prepared Joint By-laws now before this Meeting and which said prepared Joint By-laws have been signed by the Chairman of this County for the purposes of identification; such Joint By-laws to be in force throughout the said Counties of Taranaki, Clifton, Egmont, Inglewood, Stratford, W’hangamomona, Eltham, Waimate West and Hawera.” The object and purport of the proposed Joint By-laws are:— By-law No. I—Repeals existing Joint By-laws and the By-laws of the Tara- ' naki and Whangamomona Counties. By-law No. 2—Relates to interpretation of terms used in By-law®, obstruction to inspection of premises, service of notices requiring works to be rectified and as to time for execution of works. By-law No. 3—Relates to conduct of Councils’ business. By-law No, 4—Relates to definition of misconduct by and sureties to be given by Officers of Councils. By-law No. s—Relates to use of the Common Seal of the County. By-law No. 6 —Relates to cattle trespass and provides for cattle straying on roads and as to pigs running at large' and penalty. By-law No. 7—Relates to use of bullock teams, prohibits the uae thereof on County Roads save excepted Roads and provides penalty. By-law No. B—Relates8 —Relates to traction engines and tractors and provides conditions for the use, speed and weight thereof Licences therefor and penalty. By-law No. 9—Relates to loads on bridges and provides for limit of loads and -• penalty. By-law No. 10 —Relates to damage to bridges and Roads and provides for notice of damage, liability to repair and penalty. By-law No. 11—Relates to reflectors on and speed limitations of Motor Lorries, provides conditions as to reflectors, speed limit, overtaking vehicles and penalty. By-law No. 12—Relates to width of tyres on Motor Lorries and on vehicles drawn by animals and provides for minimum width of tyres on horeedrawn vehicles and Motor Lorries, penalty, computation of weight, power of Council’s Inspector to stop vehicles and information to be given by drivers and penalty. By-law No. 13—Relates to Heavy Traffic and provides for closing roads, cessation of traffic during certain months and security for damage to roads and penalty. By-law No. 14—Relates to Licensing of Vehicles engaged in heavy traffic and provides for License fees therefor, duration and application for License, cancellation of License, stopping vehicles, ascertaining weight of load, damage to roads and penalty. By-law No. 15—Relates to Licensing of Public vehicles, provides for License and fees therefor, conduct of Drivers and Conductors thereof, precautions against infectious diseases therein, number of passengers carried, weight of load thereof, powers of and as to obstructing Inspectors and Constables in relation thereto, cancellation of License and effect thereof and penalty. By-law No. 16—Relates to lighting of engines and vehicles and provides for head-lights and tail-lights on Motor vehicles, head-lights and reflectors on Motor vehicles and bicycles, back mud-guards of bicycles to be painted •white, lights to be bright, duly of observing By-law and penalty. By-law No. 17—Relates to prevention of fire and provision for lire escapes and provides conditions as to chimneys, storage of inflammable materials, live ashes, fires in buildings, providing fire escapes and penalty. By-law No. 18 —Prohibits fishing from bridges and relates to conditions unwhich stock may be driven over certain bridges and penalty. By-law No. 19—Relates to Hawkers and Pedlars, provides for Licensing same, fees therefor, conduct of Pedlar or Hawker, transfer of License and penalty. By-law No. 20—Relates to the Licensing and inspection of buildings for Public Meetings, provides for License, inspection of, suspension, and cancellation of License, Inspector’s power of entry thereto, sanitary provisions, fire prevention, keeping clear passages and limit of accommodation for such buildings, the use thereof on Sundays •bowing Moving Pictures therein and penalty.

By-law No. 21—Relates to Public Billiard Rooms, provides for Licenses and fees therefor, the death or other disability of keeper thereof, the sanitation and hours thereof, the powers of entry thereto, drunkenness,- gambling therein, age of persons admitted thereto, exhibiting copy of By-law therein and penalty. By-law No. 22—Relates to dangerous goods, licenses required therefor in certain cases, fees for same, inspection of premises, cancellation and transfer of Licenses and penalty. By-law No. 23—Relates to Public Parks and Reserves and provides for rules, regulations and conditions to be observed therein and penalty. By-law No. 24—Relates to Roads, Public places and nuisances thereon and provides for regulations and conditions to be observed on roads and public places, regulations respecting noxious weeds, vehicles, refuse, fires, drains, fences, disturbing the peace, placards, sign-posts, bicycles, speed on bridges, hoardings, excavations and removal of soil, driving stock, rules of the road and notices and penalty. By-law No. 25—Relates to buildings and provides for applications for building permits, particulars to accompany applications, regulations and conditions to be observed in building and penalty. By-law No. 26—Relates to the structure and cleansing of privies and provides regulations and conditions under which privies are to be constructed, used and cleansed and penalty. By-law No. 27—Relates to drainage and provides for drainage permits, particulars to accompany application for permits and regulations and conditions to be observed in making and using drains and penalty. By-law No. 28—Relates to the keeping of animals and provides conditions for housing, keeping and burial of animals and penalty. By-law No. 29—Relates to lodging houses and provides for permits to erect same, particulars to accompany application for permit, registration of lodging houses and conditions under which same are to be carried on and penalty. By-law No. 30—Relates to Eating-houses and provide for registration thereof and fees payable and penalty. By-law No. 31—Relates to the prevention of contamination of fqod during manufacture and salp and provides for Licenses being required for premises used therefor and the. conditions under which same will be granted, schedule of fees and penalty. By-law No. 32—Relates to offensive trades and provides for registration of premises used for carrying on same, how application to be made, restriction on establishment of offensive trade®, conditions as to erection, use and cleansing of buildings and machinery used therefor, the storage and carrying of materials and matter, the construction, use and sanitation of slaughtering places, nuisances connected therewith and schedules of offensive trades and penalty. By-law No. 33—Relates to cattle Saleyards and provides for Licenses to be obtained for same, conditions imposed before License granted and conditions as to construction, use and cleansing, of the yards and penalty. By-law No. 34—Relates to the treatment and sale of second-hand clothing and bedding and provides conditions for the sale, storing and use of same and penalty. By-law No. 35—Relates to nuisances on premises and provides provisions for . repair of premises, cleansing of buildings and yards, offensive matter, domestic water supply, oyer-crowding of sleeping rooms, rubbish receptacles, removal of rubbish, deposit of rubbish and manure, agricultural manuring, prohibiting drainage on to road® and keeping premises free of rats and vermin and penalty.
