DISOBEDIENCE THE CAUSE CRITICISM OF MAGISTRATE CONGRESS TAKEN TO TASK DEAD BELIEVED OVER 500 By Telegraph—Preps Assn.—Copyright. Calcutta, June 9. Following an inquiry into the Cawnpore riots the United Provinces Government to-day issued a statement declaring that the civil disobedience movement was responsible for the embittered feelings and clashes between Hindus and Moslems. The judgment of Mr. J- J- Sale, the district magistrate, during the March riots was at fault. He failed to recognise the need for firmer measures for suppressing disobedience. Other officials were similarly criticised and the opinion was expressed that confidence would not be restored while Mr. Sale remained in charge of the district Ihe Government paid a tribute to Mr. Sale 6 services hitherto. ~, , Commenting on the committees report, the Calcutta Statesman says that while the committee estimated the killed at 500, popular belief puts the number much higher. A direct cause of the murder, massacre and appalling savagery causing the street and lanes to run with blood was “the intolerable tyranny of the ' congress in proclaiming a hartal or cessation of business life in the city because a terrorist had paid the penalty imposed by the law for taking a human life.”
