Baron Shidehara’s inadvertent refer* ence to the Emperor’s approval of the London Naval Pact was seized yesterday by the Opposition for-virulent attacks, Cabinet being accused of evading Responsibility. Personal violence was threatened in the Diet, which was the scene of outrageous disorders. \ Legislation was obstructed, and the Government majerity was" powerlegs.
