Addressing trade unionists, Dr. Bruening, Chancellor, said that every day the Government discovered new financial difficulties due to public expenditure beyond the country’s means. Democracy was popular so long as there were Budget surpluses from, which to make expensive presents, but when .bad times came the peoplp denounced the parliamentary system.
