The provincial constitutional sub-com* - mittee completed consideration to-night ■ of the draft report dealing with the power of the provincial legislatures and the constitution of and the responsibilities of the provincial executives. Among ~ other provisional conclusions' reached the committee has recommended that the cxisthig system of dyarchy be abolished, that all provincial subjects, including law and order, be administered, by the provincial legislature, and that the military executive and ministers be jointly responsible to the legislature. In regard to the composition of the provincial legislatures the committee considered also their size and the question .of second chambers. • •; ..
