UPPER HOUSE FLOODING

CRITICISE OF THE PREMIER

MOST SENSELESS REQUEST

STRICTURES BY MR. BAVIN

A POLITICAL MADHOUSE

By Telegraph—Press Assn. —Copyright. Rec. 10.30 pirn. Sydney, Dec. 3. Speaking in the Address-in-Reply debate in the Legislative Assembly today, Mr. T. R. Bavin, Leader of the Opposition, described Mr. J. T. Langs request to the Governor for a laige number of additional appointments to the-Legislative Council as the most unreasonable and the most senseless request ever put to any Governor of any Dominion.

Mr. Lang's actions, continued Mr. Bavin, were earning for New South Wales the reputation of being a sort of political madhouse. He was obviously attempting to create a constitutional crisis in order to divert attention from the fayt that he was unable to fulfil his pre'-elcction promises. The Legislative Council debate on the second ’reading, of the Bill to repeat the Act which stipulates that the Legislative Council shall not be abolished until a referendum is held upon the subject, concluded, to-night. The. Bill was carried through all stages >. on the voices and sent on to the Assembly. It is believed an attempt will be made to test the validity of the measure in the courts. A grand total of 134-7 applications : was received from Labour candidates by the Australian Labour Barty Executive for appointment to the Upper House. Mr. J. Lang asked -he Governor, Sir Philip Game,; to agree to 40 additional appointments. ; The request was refused, His Excellency tak-. ing the stand , that no reasonable argument had been submitted in support of tha Premier’s contention that 'the Government’s policy measures were threatened iii that chamber, and that until such an eventuality occurred His Excellency was unable constitutionally or reasonably -to accede to so many appointments.
