EFFORT TO PREVENT ESCAPES. BENGAL GOVERNMENT’S PLAN. By Telegraph—Press Assn. —Copyright. Delhi, Nov. 19. The Bengal Government has just issued orders empowering the superintendent of gaols to electrify the barbed wire fences and other enclosures around gaols. It is believed that this is intended to prevent the escape of prisoners from the gaols, most of which are crowded.
