ENVOY VISITING WASHINGTON

Enroute to Washington, Judge Paul Linebarg'er, legal adviser to the Chinese Government, arrived here as a special envoy of President Chiang Kaishek to negotiate with the United States Government a loan of one billion ounces of silver, worth about £72,000,000 to rehabilitate the whole of China. ’’ Judge Linebarger said he would ask Congress to authorise a loan on the basis of 50 years at 2 per cent.
