The territory of Weihaiwei is to-day being formally returned to China by Britain after an occupation of 32 years, j This is in accordance with a promise ■ made by the late Lord Balfour at the Washington Conference in 1022.. .The Pekin Government was overthrown the following year and it is only now that the agreement can be carried out. The inhabitants have paid many tributes in the past few days tothe British administration, which they say has maintained the Weihaiwei area with its population of 150,000 as a haven of peace during the troublous recent years. 1
