IMPERIAL CONFERENCE
VENUE OF OPENING CHANGED. SUDDEN DECISION MADE. By Telegraph—Press Assn. —Copyright. London, Sept. 23. . It was suddenly decided to-night to open the Imperial Conference at the Foreign Office instead of at No. 10, Downing Street. This departure from a precedent has caused surprise because the conference was always opened in the historical Cabinet room, into which have been admitted only members of the Cabinet and Dominion delegates. It is thought that Mr. Ramsay , MacDonald changed the venue because he desires a, spectacular opening, like that of the naval conference.
