LEAGUE OF NATIONS
CONTROL -OF SECRETARIAT. London, Aug. 19. Italy has launched a spirited attack on the eo-called “Anglo-French Hegemony” of the League of Nations secretariat, says the Geneva correspondent of the Manchester Guardian. A report attacks the British conception that the secretariat should be a kind of international civil service, the members of which would in no way lie dependent upon or responsible to their Governments, and declares that the specialists who should form the cadres of the secretariat would not attach importance to permanence or wish to pass their lives in an international bureaucracy. “Whereas good officials do not fear their contracts will not be renewed, the Italian Government views with disquiet the possibility of a mediocre official incapable of elimination,” says the report. Referring to. the higher positions, Italy contends that 40 per cent.. are held by Britain and France, and considers intolerable the alleged domination of the two-man combination of Sir James Eric Drummond, SecretaryGeneral, and M. Avenol, deputy-Secre-tary-General.
