Mr. Tom Richards succeeds Mr. Herbert Smith as president of the Miners’ Federation. Mr. Smith’s resignation makes things easier for the Government as the delegate conference is almost sure to accept the. Government’s scheme. Mr. Richards is a different type from either Jklr.. Smith or Mr. Cock. He prefers peace by, negotiation to strikes. Many believe that if he had been- president in 1926 - the 'stoppage and the general' strike would ndt have occurred.
