Moscow, July 23. M. Karakhan, vice-Commissioner foff Foreign Affairs, has handed to the Norwegian Charge d’Affaires a Note stating the Soviet has instructed M. Dovgalevsky, Russian Ambassador at Paris, to go to London to negotiate regarding the re-establishment of Anglo-Russian relations. M. Karakhan added that the Soviet believed it necessary to establish ft durable and practical agreement on controversial questions in the shortest possible time, but only on terms of equal treatment for both sides and a display of mutual dignity and respect. The Soviet accepts the rights and obligations of States in diplomatic relations so long as Britain accepts these rights and obligations, but the Soviei
understands Britain merely proposes ft preliminary exchange of views on the. question of procedure.
