STANDING ORDERS AMENDMENT.

By Telegraph—Press Association. Wellington, Last Night. Among the petitions read in the House of Representatives to-day were two praying for an amendment to the Gaming Act. Mr. H. G. R. Mason gave notice of his intention to introduce a Defence Amendment Act. Notice of his intention to introduce a Local Authorities Empowering Aviation Encouragement Bill was given by tho Hon. T. Al. Wilford. Tho Hon. W. A. Veitch gave notice that he intends to introduce a Scaffolding and Excavation Amendment Bill. Air. Veitch, replying to Air. J. O’Brien in reference to a report that the men at tho James Aline had refused to work because the seat of a motor vehicle was wet, said that ho had investigated the case and found that the men’s objection was not as trivial as it had at first appeared. They paid half and the department the other half of the cost of their transport to work, and at the time of the complaint the seats had been left out in the rain by the contractors and thoroughly soaked. Tho men stopped work as a protest, but had given the assurance that in the event of a similar occurrence in the future they would refer the matter to the Alines Department before taking drastic action. Replying to Mr. C. H. Clinkard, the Hon. E. A. Ransom said tho Public Works Department would treat the request of the Rotorua Borough Council for a subsidy on the amount it had raised for relief works in the same way as other similar cases under consideration. When the money was available and plans had been approved the de--partment would assist as much as possible.

The Swamp Drainage Amendment Bill (Mr. H. M. Rusliworth) was introduced and read a first time.

Air. S. G. Smith (New Plymouth) presented the report of the Standing Orders Committee. He stated it had been found new proposals would involve the revision of the whole of the Standing Orders.

Sir Joseph Ward suggested that the House should go into committee of supply to discuss the proposals and thereby enable the whole subject to be dealt with at one time. He would in that event see that copies.of the draft orders were supplied to members. In reply to Mr. H. E. Holland the Prime Minister said it was proposed to consider the report at the conclusion of the de bate on the Address-in-Reply.
