The bishops permitted the practices to grow to such an extent that they came to the conclusion that they were unable to deal with the irregularities, except ■by making those illegal legal, though Parliament declined to sanction the alterations. They have made a very grave decision, and they themselves are setting an example of lawlessness. Sir William appeals to the bishops to delay action, saying: “We cannot give up the principles of the Reformation."
