SUMMER TIME BILL 2ASSED REGISTRATION OF ENGINEERS. CABLE MERGER DEBATE UNLIKELY By Telegraph.—Press Association. Wellington, Oct. 6. After the telegraph office closed this morning the Railway Amendment Bill, Electric Power Boards Amendment Bill, and Summer-time Bill (No, 2) were read a third time and passed. The Prime Minister moved the second reading of the Auckland Transport Bill to vest the regulation of transport in the metropolitan and suburban areas in a board nominated at first, but confirmed as the result of a subsequent election in 1931. like board would be pureely elective and by that time it was hoped the people of Auckland would have made up their minds as to what system of transport was best for their city and that the Bill would lead to a solution of Auckland's transport problem.

The Bill was read a second time, passed through the committee stages without amendment, read a third time and passed without discussion. When the House resumed at 2.30 p.m. it immediately went into committee on th o Native Washing-Up Bill, the Auckland University College Reserves Amendment Bill, the Local Legislation Bill, the Copyright (temporary) Amendment Bill and the Reserves and the Lands Disposal Bill, and all the Bills except the Loco 1 Legislation Bill were slightly amended. They were read a third time and passed. The Primo Minister asked the House to consider the Engineer’s Registration Amendment Bill originally introduced by Mr. W. 11. Field (CKaki), but not proceeded with on account of the opposition shown. Engineers had waited on him that* morning him that all the matters in dispute between them and the surveyors had been arranged and. the way was now clear' to pass the Bill.

At 4.17 p-m. the House rose till 3 p.nt. on Monday, when the business will b© local Bills and the Supplementary Estimates. On Tuesday there will be a Finance and Appropriating Bills. LEGISLATIVE COUNCIL. SEVERAL MEASURES PASSED. 5 .Wellington, Oct. 6, The Hospitals and Charitable Institutions Amendment Bill was put through the final stages when the Legislative Council met to-day. In committee on the Motor Vehicles Insurance (Third Party Risks) Rill a new clause was inserted, making more clear the exemption of insurance companies in respect of voluntary passengers in private cars or non-paying passengers in cars for hire. The Bill as amended was passed. The Opticians Bill was re-committed for the purpose of reconsidering the clause relating to the cancellation of the registration of registered opticians who suffer imprisonment, but it was reported without amendment and put through the final stages and passed. The Government Railways Amendment Bill, tli e Summer-time Bill (No. 2), and the Auckland Transport Bill were received from the House and read a first time. When the Council resumed at 2.30 p.m. the Government Railways Amendment Bill, the Electric Power Boards Amendment Bill, the Summer-time Bill and the Auckland Transport Board Bill were put through the final stages and passed without amendment. The Council adjourned at 3.50 until Il a.m. on Monday.
