The Nicaragua Congress to-day declared the country in a state of war, and the President was i-itho*ised to levy assessments against citizens of 500,000 dollars to cover war expenses. Washington, May 4. To safeguard American into csts the Government has ordered a eruiser to Bluefields, Nicaragua, which has been captured by the revolutionists after fighting, during which two were killed and several injured.
