It is. understood bounties and subsidies have been ruled out. but the precise method will not be discloved until the Premier (Mr. Stanley speaks. All that ean be said is that Ministerial-circles are confident that supporters of Imperial preference will regard the scheme as sound and effective and that it will please the Dominions.
