Commenting on the utterance made by the Chancellor of the British Exchequer (Mr. Winston Churchill) with reference to the settlement of war debts, The World says: “This attitude 'is fair to the United States, and it is not by a single inch more than fair to Britain. As a great trading and investing nation, the United States cannot, i i the long run. offend or imperil world t -ade relations by insistence upon treatiicnt as a preferred creditor.” The Herald-Tribune says: "Britain has funded war borrowings from the United States on terms which she considers fair and reasonable. Britain Is not in a position to remonstrate with ihc United States about the terms of Its other war settlements. If France and the United States can agree on a reasonable refunding plan, that is a matter between the French Government and ourselves.”
