LOAN TO RUSSIA.
ENDANGERING BRITISH CREDIT. By Telegraph—Press Assn.—Copyright. Received Sept. 19, 7.30 p.m London, Sept. 18. Viscount Grey, speaking at the Edinburgh Liberal Club, in disbursing the Russian loan, said the Soviet Government was brought into existence by massacre and maintained by espionage and executions. The present Russian Government had destroyed the country’s productive capacity, and if we were going to pledge British credit and support the existing state of thangs presently there would be no British credit to pledge, “The treaty is not a real thing, but a make believe,” he added. It was claimed in Russia as forced capitulation by the British Government.
