DEPUTATION TO MINISTER. JUDICIAL TRIBUNES NOT SUITABLE By Telegraph—Press Association. Mr. Parr said the ordinary judicial tribunes were not at all suited to deal with children’s offences. He hqped to be able to introduce a. Bill this session. The children’s court would be presided over by specially appointed magistrates and he held at juvenile homes or receiving homes. There would be no publication of the proceedings. The policy of the Justice Department nowadays is a policy of mercy rather than probation. He proposed to appoint child welfare officers in connection with the juvenile courts, some of them women.
