Peking, Sept. 15. A mandate appoints the following Cabinet: Wwyen, Premier and Minister for the Interior; Dr. Wellington Koo. Foreign Affairs; Wangkehming, Finance and General; Luchin, War Admiral; Litinghsa, Navy; Chengkueken, Justice; Hungfu, Education; Kaolingwi, Agriculture and Commerce; Admiral Wuyulin, Minister for Communications. ADVANCE OF WU-PEI-FU. Peking. Sept. 15. Tientsin reports that Wu-Pei-Fu’s troops continue moving from Pao-Ting-Fv towards Shanhai-Kaan fully equipped with artillery and aeroplanes, while a Tientsin firm has received instructions to manufacture gas masks. It is reported on reliable authority that the railway is out on the Manchurian sidr of the Great Wall to prevent invasion from Chihli. It is believed hostilities may commence at any momentMukden deciares that the reports of firing in the Shanhai-Kaan are untrue.
