GERMANY WANTS IT SETTLED. CONDITION OF JOINING LEAGUE. >y Telegraph—Press Assn.—Copyright. Received Sept. 14, 5.5 pjn. Berlin, Sept. 13. An authoritative announcement was Issued last evening that Germany is gaable to enter the League of Nations until the question of war guilt is settled. This caused a sensation, and it was joyfully greeted by the newspapers of the Right, but denounced by the Democrate and Socialists. It is now announced that the statement emanated from Herr Stresemann. It was his first act on returning to Berlin. A Cabinet crisis is now considered certain.
