In the House of Lords, Lord Carson asked whether a demobilised officer now resident in Dublin had been refused an assisted passage to Canada on the ground. that he was a resident of the Free State. Lord Devonshire replied that the Oversea Settlement Committee, under the Empire Settlement Act, could not make grantfl to residents of Ireland. This was proved by the Order-in-Coun-cil. The order could be varied, and he would endeavor to secure a variation of the order.
