JAPAN'S BUDGET.
A DEFICIT PROBABLE. By Telegraph.—Press Assn.—CopyrigtL New York, Oct. 28. The Tokio correspondent of the United Press states that it is announced a tentative budget has been drafted providing for an expenditure of 800 million dollars, of which 32 per cent., approximately 250 million dollars, will be for the navy and 18 per cent, approximately 160 million dollars, for the army. The Government has admitted that it has doubts whether the amount asked for can be raised.
