AMERICAN ACTION. By Telegraph—Press Assn —Copyright Washington, Oct. 24. A Bill creating a Commission, headed by the Secretary of the Treasury, to control the refunding of war debts due to the United States, was passed by the House An amendment proposing that the interest payable by the Allies average 5 cent, was defeated.
