Mr. Massey, referring to Mr. Meighan’s reported proposal to limit the conference to foreign relations, the Japanese treaty, external affairs affecting Dominions, ’ and the preparation of agenda for next conferer.ee, but excluding defence, stated that the conference must settle the general programme and not the individual programmes of the Dominions. However indifferent Canada might be to defence, it was a matter of supreme importance to Australia and New Zealand.
