It is rumored that the report will declare that martial law was justifiable and was generally humanely administer ed. with conspicuous exceptions where officers acted injudiciously and martial lav,- was kept on too long. This was partly due to the Afghan war. The report is believed not to be unanimous. There arc said to be differences of opinion on General Dyer's action, some condemning if anil other* maintaining that he only acted as any soldier would.
