KEEN DISAPPOINTMENT AT DELAY. In connection with the metalling of .Ma. Messenger, ilr W. T. Jennings, M.l\, forwarded to the Clifton County Council a copy oi a leter received from the Minister of Public Works. This letter, which wiia read at yesterday's meeting.
