ELECTORAL REFORM.
LEGISLATION IN ENGLAND. London, Nov. 2S. The House of Commons rejected the schedule embodying machinery for Dr. Chappie's emendmenf, on November 26th, apparently nullifying the effect of the alternative vote clause. The cable message referred to stated: The House of Commons considered the report stage of the Representation of the People I"".. It accepted an amendment by. Dr. Chappie, adopting the West Australian, system of counting the nlternative vote. It passed the clause granting a proxy vote, also clauses providing for soldiers' and sailors' votes. The House agreed to continue the proxy vote after the war, and accepted a clause providing that all polls at a genoral~clection be held on one day.
