The House of Commons rejected the schedule embodying machinery for Dr. Chappie's emendmenf, on November 26th, apparently nullifying the effect of the alternative vote clause. Dr. Chappie, adopting the West Australian, system of counting the nlternative vote. It passed the clause granting a proxy vote, also clauses providing for soldiers' and sailors' votes.
