PITIFUL SCENES AT OSTEND.

FRANTIC RUSHES FOR BOATS TO BRITAIN. TREACHEROUS SCOUT SHOT. London, October 10. A further eight thousand Ostend refugees have landed at Folkestone. Many are starving and only half-clad. Thirty thousand' camped out at the Ostend docks on Tuesday night, and eight thousand at the central railway station, including a thousand wounded.
