The MacCallum Scott Bill, giving the I'nited Kingdom Government on the Federal, lines, was read a first time by 204 to 212. The Prime Minister and other members of the Government abstained from voting. Sir Rufus Isaacs, the Master of Elibank, and Messrs. Robertson and Gulland voted in favor of the Bill.
